CeMiReLa unites a diverse group of specialists in refugee and migration law from various legal fields.
JUDr. Martin Faix, PhD., MJI
Martin Faix is an external collaborator of the Centre and an expert in international law. His research primarily focuses on the law of armed conflicts, international security law, the law of international organizations, human rights, and other key issues of contemporary international law. He cooperates with the Centre especially in areas where his expertise overlaps with the research priorities of CeMiReLa. Martin Faix is based at the Faculty of Law, Palacký University in Olomouc, where he leads the Centre for International Humanitarian and Operational Law (CIHOL).
mGR. TOMÁŠ SVOBODA
Tomáš Svoboda is an external collaborator of the Centre. He works as an assistant to a judge at the Municipal Court in Prague. During his studies, he gained experience in non-governmental organizations focused on migration and refugee law as well as human rights protection. At the Centre, he worked on issues related to the detention of foreigners, for which he conducted a project funded by the Charles University Grant Agency. He currently also serves as an instructor at the Centre, co-leading the course on Refugee and Migration Law and contributing to courses on Migration Law.
JUDr. Nataša Kovář Chmelíčková
Nataša Chmelíčková is the Head of the Asylum Legislation Unit at the Department of Asylum and Migration Policy of the Ministry of the Interior of the Czech Republic. She is currently pursuing her doctoral degree at the Department of European Law at the same faculty. She occasionally contributes to the teaching of seminars within courses focused on asylum and EU law. Her primary areas of interest include temporary protection, the Common European Asylum System, and the Return Directive.
Ota Hlinomaz
An international lawyer and humanitarian practitioner specialising in international and European human rights law and asylum and migration issues, with experience in both the United Nations and public administration. He combines legal and strategic-policy expertise with direct field experience, including in emergency and crisis contexts. His professional background includes work with UNHCR operations at field, national, regional, and headquarters levels, as well as experience with litigation before the European Court of Human Rights, implementation of international human rights obligations, and intergovernmental expert negotiations within the Council of Europe.
In his international roles with UNHCR, he has led diverse teams and focused on a broad range of issues — from strategic legal interventions in refugee protection and the advancement of socio-economic inclusion, to the coordination of UNHCR’s field activities in refugee and internally displaced persons camps, and voluntary return operations. His work to date has been concentrated primarily in Central and Eastern Europe and the Horn of Africa.
